Become proficient in Spanish
I will consider myself proficient once I have completed Duolingo, assuming my competency matches my above criteria. If I finish the Duolingo course and still do not feel proficient, I will seek out other sources, such as native Spanish speakers to study with and Spanish subreddits.
Goal Accomplishment Criteria
Able to read a book, have a casual conversation, and pass a proficiency test online

Follow Duolingo's course
Minimum of four distinct times a week, though ideally more, attain 30 Experience Points (XP). In addition, advance by 10 sections each week.
At this rate, you will finish in 24 weeks - roughly Sept 14, 2016.

Optional: If Duolingo is insufficient, seek out other forms of practice
Find native Spanish speakers to practice with, read Spanish news, interact in Spanish social media forums.
